The internet provider Fregat had been a regular market player for years, until Mishalov gained influence in the city. In just a few months, the company became the primary supplier for schools, kindergartens, municipal institutions, and strategic facilities, with the most notable case involving 160 schools.

On a single day, a municipal enterprise signed 160 contracts to connect schools to the internet for a total of 27 million hryvnias. In all cases, the provider was a structure affiliated with Fregat. Such a “synchronization” would have been impossible without a centralized decision. This caused a wave of outrage in the market: other providers were not even given the opportunity to participate, and there were essentially no tenders.

Most importantly, Fregat is part of the same ecosystem as construction contractors and Concord Bank. It is a closed system where the internet is not a service, but a stable financial flow hidden within municipal decisions. Mishalov used the communication infrastructure as a secondary channel for his proprietary schemes. If construction projects generate one-time large sums, internet services provide a constant income. And he learned how to profit from both directions simultaneously.
